With the capture of Verandi Farley and several high-ranking Trossach members, the British wizarding world has finally caught a break. The rate of rogue werewolf attacks have started dropping at a steady rate and, hopefully, things will stay that way. The Ministry is starting to loosen some restrictions, like not arresting werewolves standing on the street for loitering, however there’s still an obvious power imbalance between wizardfolk and werewolves.
The Cotswolds pack are continuing to advocate for the rights of werewolves and petitioning to change the legislation that has been set in motion by the current Minister for Magic, whilst the remaining Trossachs members are trying to stay out of the spotlight and keep a low profile… for now.
Whilst the British wizarding world seems to have calmed down, the same cannot be said for over in Northern Europe where a rebellion of magical creatures has risen. The state of things has gotten so bad that the European Ministry has enacted protocols to protect those under eighteen whilst their adult witches and wizards fight to keep control of their countries.
Students from Durmstrang have been sent to Hogwarts to keep them safe and those not old enough to attend school have been sent to live with relatives or designated British Ministry officials outside of Europe for the time being.
Will the low rates of werewolf attacks in Britain continue? How long will Durmstrang students stay at Hogwarts? Will the creatures usurp the wizardfolk in Northern Europe? Only time will tell.
SEPTEMBER 2019 It's been a very long, eventful summer in the wizarding world. A baby was stolen, several high ranking Trossach members were imprisoned, and werewolf attacks have drastically dropped as a result. What will happen now school has returned?

A rather scruffy looking brown owl brings a small piece of parchment. The note is written in Russian, and the ink is smudged, indicating, that the writer was in a rush.
A week ago I was told about a vampire attack during one of your classes at Hogwarts. I was also told that you are okay, so I decided to let you write about it first, but now, that it's been a whole week with no word from you, I grow worried. I don't think I should find out about something like this from my colleagues.
Please write to me as soon as you can. Nowadays I am very busy, but I will try to answer whenever I have a free moment.

I know you're concerned, but I am fine, and so is everyone else. An Auror came, I saw him in our next class, but I don't think he really needed to. It was all an accident, and Professor O'Connor had it under control. Alana didn't mean to make me trip and fall, and it was a quick fix in the hospital wing anyway. I hope nothing bad will happen to her, but I fear it already has. Did you see her parents declared her dead in the Daily Prophet?
Thank you for the letter, though. You remind me that we should both write more often. It'll be nice to be together for Christmas again.
There shouldn't be a vampire at Hogwarts in the first place, the furore it caused in the Ministry was tremendous. From what I know she hasn't been a vampire for long, and I understand that she's going through a lot, and what her parents did is a foolish mistake, but you must know that, as much as you'd like to help everyone, you can't. These are troubled times, and you know I wouldn't be able to live with myself if anything happened to you. We both know that even Hogwarts isn't safe anymore.
I look forward to the holidays with all three of you. I also need to purchase my own owl, as the Ministry's owls are working overtime, I have to queue to send a note, and they shouldn't be used for personal correspondence anyhow. I wanted to purchase one over the holidays though, but that's several weeks away.

But why shouldn't she be at school? She's a witch too, how can she survive without learning magic like the rest of us? There are ways to keep her from getting too thirsty--blood bags, blood lollipops even. What's to say if she's kicked out of school, that they wouldn't do the same to Lyuba and me? They could accuse us of being distracting to everyone else, or of posing a risk if we get too angry. You know as well as I do how some people feel about us.
Maybe we can go to Diagon Alley over the break. With not being allowed Hogsmeade visits anymore, I haven't had a chance to buy any Christmas presents! You can get an owl, and I'll shop for gifts. How does that sound?
In all your years neither you nor your sisters have caused any harm to anyone, and I'm sure none of you intend to. You've all got heads on your shoulders. That girl, clearly, does not. I do not mean that she doesn't need to be educated -- it needs to be done in private until she learns to control herself. Now that her parents have disowned her, I fear she won't even get that. I'm already up to my ears in this werewolf business, and I can't do anything to help her, so don't ask. I know you want to.
It looks like I have to get an owl by myself. My next letter will be sent with it, and you can name it.

Then who is supposed to educate her? How many families are going to take in a young, homeless vampire and take all the time to teach her? Think of how many young werewolves are out there, living out of tents, or inns on the rare chance they can afford it. I know because it's some of my old classmates out there. Someone should step up, and really, it's what the Hogwarts professors are paid to do.
I think I'll talk to Professor O'Connor about it sometime. I'm sure he's stressed as well, but maybe he'll have ideas.
I'm sending this with a school owl, so make sure that she returns here when you send the new owl! I can't wait to see. I love owls, they're such intelligent birds. You'll have me petting the owl all Christmas and you know it.
I hope our new messenger didn't spook you too much, he's still young and a bid unwieldy.
I understand your pain. Her parents shouldn't have disowned her in the first place, and I know that it should be the Ministry that steps up and takes care of them, but you read the papers. You know the official stance of the government -- to subdue and sweep it under the rug, rather than reintegrate. I know. It pains me, too. But I cannot risk speaking against, if I lose my job, then we all can say goodbye to our home and any safety guarantees that my job gets me. I have to fill reports about your old classmates every day, and I do so with a heavy heart.
Jack O'Connor sends me a lot of letters. And to everyone else in the Ministry, too. I can't tell you about what, but if there is someone at Hogwarts who shares your opinion, it is him. Please don't go looking for trouble.
What shall we name our new friend? He really enjoys when you pet the top of his head, but he can be a bit skittish. Spend some time with him before you send him back, so he knows he can trust you.

What a beautiful owl! I think his wings are as long as some of the first-years are tall. He has warmed up to me in the past few days, and I think he's even starting to like me. I wish I could keep him for myself, but I know he's yours. I've always liked Matvey as a name--do you think it's too strange to give an owl a human name? I think it suits him.
But I have to tell you that I'm not looking for trouble, I'm looking to save the lives of my classmates. I'm sure you can understand why I would want that. It's not right to make them collateral damage of one attack nearly three years ago! I don't even like Alana, but I don't want her life to be destroyed over something that she can't control.
I think Lyuba is getting jealous of all the letters you're sending to me. Maybe you could send one for her next time, too? She would appreciate it, I know.

Matvey drops both letters on Nadya's table and perches nearby and hoots, sounding very pleased with himself. One of the letters is addressed to Nadya, the other one -- to her sister, Lyuba.
Then he shall be named Matvey. I got the largest owl available so he could provide protection in an extreme case... If someone ever has reason to intercept my letters. Lets hope it never comes to it, though.
Sweetheart, I know you only want whats best for your classmates, and I know that not all of them want to hurt people, but you must understand that this isn't something you alone can change. And it's not just one attack, you said it yourself -- you can't go to Hogsmeade! And why? Because someone attacked a classmate of yours. They weren't even transformed. The worst of them are growing bolder, and sometimes I feel like we are going to have an outright war one of these days.
I know you want to help. I understand. But I cannot let you endanger yourself. Find ways to help that don't put you in the crossfire.

And was it Anthony's fault that he was attacked? I don't know how anyone can think so. It's not even possible for werewolves to turn someone when not transformed. But they're keeping him out of school anyway. You could even wonder if it's a setup, someone imitating a werewolf to "prove" that they're dangerous! I hate to say such a thing, but that is more possible than him having lycanthropy now.
Please trust me, Papa. I don't intend to put myself into any more danger than is necessary. I don't have any big plans right now, just a lot of frustration. It will be nice to get out of the castle for a while over the break. I think I need it.
I do not condone the Ministry's actions and policies on how they've we've been handling the situation, but the legislation hasn't been changed and I'm forced to follow it if I want to keep my job which keeps us all fed and alive. I, personally, had to prepare the documents about sending Anthony away, and I did so with a heavy hand.
When it comes to people that have been attacked like Anthony -- if it was up to me they'd get medical attention and would be allowed to continue their work or studies as they see fit.
The attack is still being investigated, so I don't know if it was staged or not, and even if I knew, I wouldn't be allowed to tell you.
I trust you to be smart about both your words and your actions. I can't wait to see you in a few weeks. I hope I'll manage to get at least a few days off work for the holidays.

Speaking of Hogsmeade, have you heard that a Russian man has just moved in? I met him on the last weekend we were allowed to visit. He bought the old Hog's Head Inn. It's impossible to guess if you know anything about him, but the wizarding community is small enough that perhaps you do. I liked talking to him; I hope I can again once we're allowed back. I know there's plenty of things you can't tell me, but do you have any idea of when we might be allowed Hogsmeade visits again? I have to say, I blame the Ministry more than the Headmistress for this decision, even if I don't blame you in particular. Isn't there something that can be done? Is it simply the influence of the Minister making all the rules?
Can't say I have, that would be a matter of the Immigration offices unless he's a creature of sorts. If you would tell me his name, I could ask around. I've heard the Hogs Head Inn doesn't have a good reputation, so I'm not entirely sure why anyone would buy it though... What did he tell you?
As for Hogsmeade...Not until everyone's safety has been ensured, which, by the looks of it, won't happen any time soon. The auror department is spread out thin, to the point that trainee aurors are being sent to guard you all. Once we find out who and why attacked your classmate I might be able to share more.
Please discourage any attempts of sneaking to the village.

His name is Askold--I'm not sure I caught his last name, but it's a distinctive first name, so maybe you'll recognize it. He had the most delicious pirozhki when I was there, and he even gave them away for free!
To tell you the truth, there are always professors around while we're visiting Hogsmeade, and the village is not so large. I think they must be able to protect us, in general. I also think it's rather silly to have the older students stuck in the castle all the time, especially those of us who are already of age--outside of school, we'd be expected to keep ourselves safe! Some of my classmates will probably be those trainee Aurors in less than a year's time. Perhaps after the holidays, you'd be able to bring that to someone's attention.
